Corrections not able to deliver effective rehabilitation - advocates

Prison reform advocates believe the Corrections department is not able to deliver effective rehabilitation for prisoners. In the last financial year, Corrections spent 376 million dollars on rehabilitation - but most of the programmes it runs reduced reoffending by less than two percent. Critics said it's because their programmes are not intensive enough - and there are better ones out there that should get more funding instead. Luka Forman has the details.
