Stand-off over land use in Port Hills, a year on from blaze

There's an on-going stand-off over land use on Christchurch's Port Hills, a year on from the damaging blaze that forced more than 100 people from their properties and destroyed a container home.The council isn't chasing changes to forestry rules and said it can't control what people do on their own land.
