"Unexpected but not unforseeable" charges laid over Whakaari

"Unexpected but not unforseeable." Those were the words from Worksafe boss Phil Parkes as he announced 13 parties have been charged over the Whakaari White Island disaster which killed 22 people, mostly tourists, last December. Those charged include ten organisations and three individuals. While Worksafe did not identify those charged for legal reasons, helicopter company Volcanic Air, along with White Island Tours, GNS Science and the National Emergency Management Agency have all since been named. But as Ella Stewart reports, a man who visited the island on a tour which left just five minutes before the explosion, believes nobody should be blamed for what he says was an act of nature.
