Canterbury in state of emergency as flood waters rise

The entire region of Canterbury is in a state of emergency as flood waters continue to rise and threaten thousands of homes. This morning all eyes are on the Ashburton River, which has been threatening to burst its banks due to a deluge of rain over the weekend.
