The National Party is planning to revive Bill English's social investment agenda, saying that it will help in identifying the most effective social programmes and deliver more bang for our taxpayer bucks. Deputy leader Nicola Willis announced the policy at Victoria Univerity's School of Government last week, saying it would set "better public service targets" to aim towards measurable goals which ministers would then be held to account for. But it's not being universally welcomed, with the government calling it an "unfunded promise" and other commenators saying programmes whose benefits aren't easily measured will miss out.
