Sepuloni:won't discuss capital gains tax while no tax policy

The super-wealthy in New Zealand are paying less than half the amount of tax compared to most others. A two-year investigation by Inland Revenue found untaxed capital gains from businesses, property and other investments skew the tax system in favour of these rich-listers.
