The Children's Commissioner Andrew Becroft is calling on the Royal Commission into abuse in care to use its powers to extend its investigation beyond the cut off date of 1999.
Judge Becroft gave evidence today and says the Commission has the power to use its discretion to look into care before and after those dates.
