The National Library disposing of tens of thousands of books?

The National Library of New Zealand is New Zealand's legal deposit library charged with the obligation to "enrich the cultural and economic life of New Zealand and its interchanges with other nations", so why is it getting rid of over 600,000 books? Paula Browning, chief executive of Copyright Licensing New Zealand, would also like to know the answer to that question.
