The 15 member states of the United Nations Security Council - including New Zealand - have unanimously adopted a resolution aimed at cutting funds to Islamic State. A former neighbour suspected of supplying guns to the couple who massacred 14 people in California earlier this month has been charged with conspiring to commit terror attacks.
