It was second wettest day in Napier city since records began, with an estimated 250 millimetres of rain.

Dozens of households were evacuated and it's likely thousands of houses are damaged.

Freeman White was clearing out the gutters at his villa on Brewster Street at about half-past-five when the bank at the back of his property caved in.

He spoke to RNZ's reporter in Napier, Tom Kitchin.
