The government has ruled out transferring all power and resources from Oranga Tamariki to Māori, as recommended by the Children's Commission in a bid to transform the Ministry.
The Commission has called for transformational changes to enable a by-Māori, for-Māori approach, which keeps children in the care of whānau.
The report follows several inquiries into the removal of babies by the Ministry.
The new Minister for Children, Kelvin Davis, this morning acknowledged Oranga Tamariki has got things wrong and needs to change - but said the Crown must remain involved going forward.
