Relaxing quarantine requirements for visitors from low-risk countries could allow up to five times more people into New Zealand, but it would increase the risk of the virus returning to the community.
A study commissioned by the aviation sector has found selective border relaxation would increase the risk of a community case by up to 50 percent.
