The Wellington mayor, Andy Foster, has surprised some city councillors this morning by announcing an independent review into council governance.
He says the public has lost confidence in them because of their in-fighting and it's time to make a change.
RNZ's reporter Ruth Hill was at the council meeting this morning and she told Māni Dunlop what the review is about.
