Calls for a stand-alone agency to manage the country's new approach to Covid-19 have been dismissed by the Minister, Chris Hipkins. Yesterday the Government set out a plan to ease open the borders from early next year - with travellers facing different requirements based on their risk level. An expert advisor Sir Brian Roche says the Health Ministry is not up to the job - and a separate department would be better.
