The Government is pumping hundreds of millions of dollars into upgrading 24 hospitals throughout the country.
The Health Minister Andrew Little says 30 intensive care beds will be added.
But vice president of the College of Intensive Care Medicine Dr Rob Bevan said it would only add half that number.
And Dr Bevan said creating a fit-for-purpose ICU was not a quick job, and training staff could take years.
