Doctors Without Borders says Australia is stalling on New Zealand's offer to resettle up to 150 people per year who are kept in the Australian government's offshore detention centres.
Last month, Australia accepted the offer in principle.
Dozens of refugees and asylum seekers remain in Nauru, Papua New Guinea, and alternative detention in Australia.
