Worksafe wants the construction sector to focus on improving health and safety - but a lawyer tracking the watchdog's work says Worksafe needs to turn the attention on itself.
The agency says since the start of last year, at least two workers have died in construction every month and just over one worker per day has been seriously injured
And its chief executive Phil Parkes says he's fed up with prosecuting people and not seeing change.
