Kaikoura dive shop wants to be allowed to take customers diving

Kaikoura's only dive shop is struggling to survive and wants to be allowed to take customers diving with seals. Its owner Steve Blume appealed directly to Primary Industries minister, Nathan Guy, to allow the permit on compassionate grounds.
