Obstacles in way of Kaikoura road and rail

Cabinet has agreed to pay for the rebuild of the coastal state highway and rail line north and south of Kaikoura at a cost of between 1 point 4 to 2 billion dollars. The estimate is there will be limited access from the north by road within a year.
