Mayors propose radical 'demarcation zones' to fix poverty

Three mayors want to create "demarcation zones" in order to eradicate entrenched poverty in their communities. The zones would get help on everything from health to employment. "It's a game breaker.We need a gamebreaker becuse we can't continue going down the spiral we're doing down. Our society will collapse around us."
