CYF criticised for lack of teeth, lack of outside scrutiny

Upcoming law changes that will overhaul Child Youth & Family, under the new Vulnerable Children Ministry, include the chief executive setting up a complaint mechanism for families. But critics of the bill want the handling of complaints taken off CYF entirely.
