A report that the Government tried to keep secret criticises its approach to housing as fragmented and without a robust plan. RNZ has obtained the report only after appealing to the Ombudsman. It says there was no co-ordinated plan to deliver the goal of 65 thousand income-related rent subsidy places by mid-next year.
