NZ must hold inquiry into state care abuse - Susan Devoy

Race Relations Commissioner Dame Susan Devoy has told the United Nations that if the New Zealand Government doesn't have an inquiry into historical abuse in state care, it's failing in its duty under the Treaty of Waitangi. She talks to Morning Report from Geneva.
