Student visa scheme to be overhauled

Immigration Minister says advice showing new permanent residents are less skilled than five years ago backs the government's plan to overhaul the student visa scheme. Officials say some international students have been able to use the work they've done while on a student visa to get permanent residence, when they might not otherwise have been eligible.
