Is rugby union rule change needed after disputed red card?

All Blacks coach Steve Hansen has called for a change to rules which led to French halfback Benjamin Fall being red-carded during Saturday night's test in Wellington. The All Blacks went on to win 26-13. It follows last week's clash when a French player was yellow-carded and the All Blacks went on to win 52-11.
