Central Dunedin areas to open for freedom campers

The Dunedin City Council will open up an area of the central city to freedom campers this summer. It's an about face for the council which didn't want to allow any more freedom campers into the city but they've had to because the two seaside reserves where campers are allowed can't cope any more.
