Drivers dodge nearly $10m in road toll fees

Nearly ten million dollars of tolls and administration fees have been dodged by people using New Zealand's three toll roads. It's not clear how much the Transport Authority has been able to recover. The editor of the Dog and Lemon Car Guide, Clive Matthew-Wilson tells our reporer Robin Martin it's no surprise some people don't pay.
