What are e-scooters costing NZ cities?

Councils are clawing back little or nothing from e-scooter companies that are poised to make millions of dollars in New Zealand. That's despite them facing significant costs. Dunedin City Council estimates it's already spent hundreds of hours of staff time with zero recompense. Phil Pennington reports.
