The government may be able to spend more money if it's re-elected, as the Finance Minister Grant Robertson says the government intends to introduce a debt target range of 15 to 25 percent after 2021.
Currently the government has a debt target of 20 percent of gross domestic product.
Introducing a debt target range would potentially give it $15 billion more to borrow.
National's finance spokesperson Amy Adams says the Finance Minister is waving the white flag, and abandoning a significant fiscal promise that he and the Prime Minister has made.
