Workers picking up the deluge of rubbish swept down the Fox river say it could take years to clean up the mess.
It has been two months since a major flood in South Westland emptied about half the contents of the old landfill down the river.
The volunteer co-ordinator of the South Westland Coastal Cleanup, Mike Bilodeau, says the landfill spill should be classed as a national emergency.
