Can someone who says they could raise $650,000 for a deposit to buy a KiwiBuild house be considered a struggling first home-buyer.
According to the Housing Ministry, that's the situation for three people who've been given pre-approval to be part of the scheme.
Each declared they could stump up with $650,000, but have annual incomes of less than $11,000, raising questions about whether the schemes being misused.
The Housing Ministry has given details of more than 500 pre-approved applicants after RNZ took a complaint to the Ombudsman.
