The Waitangi Tribunal has found the Crown has breached the Treaty by failing to give Māori control over a primary health system that works for them.
The Tribunal says Māori health funding is poorly targeted, barely monitored and not enough.
The claimants want a new national agency which would have the funding and control for a health system that's by Māori and for Māori.
The National Hauora Coalition is a primary health organisation and one of the claimants.
Its chief executive Simon Royal told RNZ reporter Meriana Johnsen a starting point is better funding for existing services.
