Local cannabis growers could miss out on what's predicted to be a multi-billion dollar medicinal cannabis industry.
As the government develops a medicinal cannabis framework, the Minister of Health David Clark is keen to see local companies benefit - with the industry expected to be worth 80-billion dollars by 2025.
But medicinal cannabis companies say hefty licensing fees and restrictions will make it difficult for small-time growers to make money.
