Fuel retailer Gull says opening up the wholesale market could make a significant difference to the sector.
The Commerce Commission has found fuel companies could be getting higher than reasonable returns, in part because of a lack of competition.
It says consumers may be paying higher pump prices for petrol and diesel as a result. RNZ's Tom Furley reports.
