Taking moa bones from public conservation land is illegal but no one's ever been prosecuted for looting the extinct birds' bones - that's despite a number of investigations over the past five years.
The Department of Conservation says short of being caught red-handed, it's been too difficult to prove exactly where moa bones were taken from. Amy Williams reports.
