Payroll companies say they've been shut out by a government taskforce that's trying to untangle the confusion caused by the Holidays Act.
The taskforce is due to report back soon but the companies say their offers of help have been ignored and they're predicting the review will be just another botch job. Phil Pennington takes a look.
