Hutt City Council is accused of being undemocratic and abusing its powers by making it possible for trees to be cut down to make way for more affordable housing.
The plan - which was approved by a council vote last week - is designed to bring in more high-density housing.
But Forest and Bird says the council snuck in a late provision that leaves environmentally significant native trees and plants unprotected.
