Seclusion used too much in NZ prisons - study

New research says seclusion and restraint are used too often, for too long, and frequently without a clear reason by prisons.

Women in prison are segregated at a far higher rate than men, and Māori women are segregated for longer and at a higher rate than other women.

The review of seclusion and restraint facilities for the Human Rights Commission was carried out by Dr Sharon Shalev from the Centre for Criminology at the University of Oxford.
