A tax specialist says the governments housing changes are too complex and have been rushed through.
Former Inland Revenue deputy commissioner Robin Oliver, who now runs his own tax advisory service, was "surprised and disappointed" by the new measures.
He is especially unhappy with plans to stop property investors from claiming mortgage interest as a tax deduction.
