While public servants are getting a pay freeze, much more highly paid contractors and consultants are not.
The directive from the government for a three-year salary freeze does not apply to thousands of contract hires that cost more than a billion dollars a year.
It says it is keeping an eye out to make sure contractor rates don't go up, but the Public Service Commission's directive does not mention contractors.
