An international panel co-chaired by former Prime Minister Helen Clark is calling for urgent reform of the world's pandemic preparedness.
In their review, the group identified a systematic failing to protect people from Covid-19 - on both national and international levels.
They have recommended essential measures they believe will mitigate future pandemics. In the report New Zealand has been singled out as one of the countries ordering up large on Covid-19 vaccines while others struggle to get them.
It warns about vaccine nationalism and names New Zealand, Australia, the United Kingdom and Canada as some of the rich countries that have secured twice as many vaccine courses as they have people.
But it also says New Zealand - and other Asia-Pacific countries - had an aggressive response to combatting the virus, and lessons can be learned from them.
Clark spoke to Susie Ferguson.
