Chief Ombudsman Peter Boshier has launched a major investigation into how the Department of Corrections has responded to criticism over its treatment of prisoners.
The way prisoners are treated has come under closer scrutiny since the protests at Waikeria Prison over the New Year.
Boshier says he wants to know why he hasn't seen much improvement.
He spoke to Susie Ferguson.
