Mayors are split over what is being called the "biggest shake-up" to water and sewage infrastructure seen in generations.
Local Government Minister Nanaia Mahuta has revealed plans to amalgamate the water services of 67 councils nationally into four entities.
She says without the reforms, councils will struggle to pay for more than $120 billion of infrastructure needed over the next three decades.
