The Marine Transport Association is accusing the Transport Accident Investigation Commission of sleeping on the job.
The Association, which represents passenger services and charter operators, says TAIC has carried out few investigations over the past five years - and published even fewer reports.
It says that adds up to missed opportunities to keep people safer on the water, and it has raised its concerns with the Transport Minister.
TAIC's chief executive, Martin Sawyers, rejects the idea the Commission is not doing its job, saying its not TAIC's place to investigate every incident, and they instead choose cases that will identify systemic issues.
