The Police are strapping teenagers as young as thirteen into restraint chairs - despite a UN funded reported calling for them to be abolished four years ago.
The chairs use leg, waist, wrist and chest straps to restrain a person deemed at risk of seriously harming themselves or others.
Police say they are a last resort option to help avoid serious injury or even death, but the Children's Commissioner wants them scrapped.
