Otorohanga District mayor Max Baxter says Thomas Phillips knows the area very well where he was last seen with his children.
Baxter says he's concerned that Phillips left his ute at nearby Kiritehere beach - as he would have known the vehicle would be flooded if left there for any amount of time.
