Deputy Prime Minister Grant Robertson says there will be an element of trust in a pilot to allow people to self-isolate at home after international travel.
A stay at home isolation pilot will use cellphone facial and fingerprint recognition to make sure people don't break rules.
But Robertson said there would also be an element of trust to the scheme.
"There will certainly need to be a level of trust. The system just wouldn't be able to work if there was if there was no trust in the environment."
Applications for businesses wanting to send staff on overseas trips opens next week with 150 spots available.
Demand is expected to well exceed the number of places.
Robertson said people will just have to follow the rules if they want to be part of it.
