RNZ has found the current MIQ booking lobby system is being gamed by a third party group.
It comes as ministers prepare to announce changes to the system on Thursday.
Kiwis stuck overseas are upset people are able to skip the queue if they pay, and are pinning all their hopes on the upcoming announcement.
