Despite the promise that New Zealand's borders will open next year, there's doubt over whether foreign students will return.
Tertiary institutions are worried a pause in visa processing means few will make it into the country before the end of 2022.
They are also waiting for government decisions which are likely to reduce work and residence opportunities for students.
