The government has placed its faith in a Crown Commission to continue governing Tauranga for at least two more years - but the chair says such structures should be used sparingly.
Four commissioners were installed by the government after it sacked a dysfunctional Tauranga City Council just over a year ago.
The commission's chair - Anne Tolley - says it makes sense to maintain the status quo but also wants to see a full council running Aotearoa's fifth-biggest city by 2024.
